About Teo

Teo brings a hands-on, end-to-end perspective across the water and waste sector, underpinned by real-world experience that directly informs strategy. Having led and operated large-scale landfill and transfer station networks, he understands how day-to-day operational realities—compliance, asset performance, logistics, and stakeholder pressures translate into practical, executable strategies that deliver long-term value.

With experience across South East Asia, Australia, New Zealand, and the Pacific, Teo offers a broad regional perspective combined with a strong understanding of local delivery environments. His background spans engineering design, operational leadership, and commercial delivery, enabling him to connect strategic intent with on-the-ground outcomes. Teo approaches strategy through the lens of implementation—ensuring that infrastructure planning, treatment solutions, and commercial models are not only technically sound, but achievable within real operating contexts. He holds a Mechanical Engineering degree from the University of Auckland, providing a strong technical foundation for his work.

What sets Teo apart is his ability to bridge the gap between boardroom thinking and field execution. He has worked across the full lifecycle of water and waste infrastructure, from concept and design through to construction, operations, and optimisation, giving him a clear line of sight between strategic decisions and their real-world impacts.

Strategic Water & Waste Advisory

How we can help

We work alongside iwi and Māori organisations to define clear, long-term infrastructure strategies that align with both commercial objectives and kaupapa Māori values. This includes identifying opportunities across water, wastewater, waste, and circular economy initiatives.

Our approach focuses on turning complex challenges into structured, actionable plans. We support the development of business cases, investment strategies, and prioritisation frameworks that enable confident decision-making at governance and executive levels.

We bring a strong understanding of how infrastructure assets generate value over time — helping optimise portfolios, unlock new revenue streams, and position organisations for growth in a changing regulatory and market environment.

Where partnerships are involved, we provide guidance on commercial structuring and joint ventures, ensuring iwi maintain influence, visibility, and long-term benefit from their investments.

Technical Advisory & Due Diligence

How we can help

We provide independent technical advice to support key decisions whether assessing an existing asset, evaluating a new opportunity, or validating third-party proposals. Our focus is on giving you clarity and confidence.

Our due diligence approach goes beyond high-level review. We assess infrastructure performance, condition, and operational risks across water and waste systems, identifying both immediate issues and longer-term considerations.

We translate technical complexity into clear insights for boards and leadership teams. This ensures decisions are grounded in a strong understanding of risk, cost, and performance without being overly reliant on external suppliers or consultants.

As an independent advisor, our role is to sit on your side of the table providing unbiased, practical advice that protects your interests and supports better outcomes.

Infrastructure, Delivery & Procurement

How we can help

We help navigate the increasingly complex regulatory landscape across water and waste infrastructure. This includes supporting resource consent strategies, compliance frameworks, and engagement with councils and regulators.

Our approach integrates environmental performance with practical operational outcomes. We support monitoring, reporting, and risk management across key areas such as water quality, air emissions, and land impacts.

Beyond compliance, we work with organisations to embed kaitiakitanga into infrastructure decision-making. This ensures that cultural values, environmental stewardship, and long-term outcomes are central to how assets are planned and operated.

We recognise that infrastructure decisions have intergenerational implications. Our role is to help ensure that today’s investments support sustainable, resilient outcomes for future generations.
